Introduction Administrative Wing is headed by a Joint Secretary to the Government and responsible for the administrative activities of the Planning Division. He performs functions under the general direction of the secretary of this Division. Its activities are organized through different sub-wings headed by Deputy Secretaries and these are (a) Administration; (b) Budget & ICT; (c) PTC (Project, Training & Co-ordination). All the Deputy Secretaries perform their functions through three/four Senior Assistant Secretaries/ Assistant Secretaries with their support staff.

Functions of the Administrative Wing

The prime functions of the administrative wing are to ensure administrative support to the Planning Division/ Planning Commission. In addition, it looks after the service matters of the BCS (Economic) Cadre Officers of the Government. It also provides secretarial support to the Honorable Minister of Planning. Furthermore, it provides provides administrative support to the attached departments like BIDS and APD.

Attached Departments

There are two departments/ institutions attached with the Planning Division. They are Bangladesh Institute for Development Studies (BIDS) and Academy for Planning and Development (APD). BIDS is mainly research-based institution engaged in development studies of national and international level. It acts as the think tank of the country. APD is a specialized training institution engaged in disseminating knowledge in planning and development related issues. It arranges pre-service and functional training for BCS (Economic) cadre officers and foundation training for Health cadre officers. It also arranges training programs for officials of various organizations in the fields of planning, development economics, project management and related subjects. It provides consultancy services to the ministries/agencies in pre-investment feasibility studies and in the formulation, appraisal, monitoring and evaluation of development projects. It also conducts research studies on development issues and maintains liaison with similar organizations at home and abroad.
